Yes, use it sparingly, make sure it’s a brand new tube that is only used on your face. Above all else keep it away from your actual eye.

Yes as long as you don’t get too close to your actual eye. Keep it well below the eye. Celebrities have been known to use it for years.

I have heard that is a way to get the bagginess and swelling down, just like you said, although I have never tried it myself.

Yes! It’s perfect for that, as long as you don’t get it in your eyes.
